The United Kingdom and the United States have forged a significant bilateral deal that will ensure zero duties on British pharmaceutical shipments entering the US market.

Agreement Details of the Pact

Under the terms of the agreement, the UK has agreed to raise expenditure on drugs through the NHS. This pledge ensures that import taxes on these crucial goods will remain at nothing for a period of 36 months.

This agreement follows recent warnings to dramatically increase import taxes on branded pharmaceutical products, with increases discussed as high as 100%.

"This arrangement with the UK bolsters the global environment for new treatments and introduces long-overdue fairness to American-British drug exports," a release said.

Trade Significance

Pharmaceuticals represent one of the Britain's largest export categories to the America, which is easily the largest buyer for major UK drugmakers.

Export figures indicate that in the 12 months leading up to last September, the UK shipped pharmaceutical products valued at over eleven billion pounds to the US. This figure made up nearly one-fifth of total UK exports in that period.

"This agreement safeguards work, boosts investment and facilitates the UK to establish itself as a worldwide center for biotech and pharma," the Business and Trade Secretary commented.

Key NHS Changes

The deal includes several specific pledges from the British government:

  • Price Threshold Increase: The UK will lift the cost ceiling at which it judges new medicines to be too expensive by 25%.
  • Higher Drug Budget: There is a goal to double total NHS spending on treatments from 0.3 percent of GDP to 0.6% over the coming ten years.
  • Rebate Cap: The percentage pharmaceutical firms must refund to the NHS to prevent overspending will be restricted at fifteen percent. Previously, refunds exceeded 20%.

Industry Background

The pact comes amid a ongoing dispute between the sector and the ministers over drug pricing and NHS adoption.

The disagreement were exacerbated by arguments that US consumers were paying several times more for the equivalent treatments than patients in the Britain and the EU.

In recent months, several major manufacturing plans in the UK have been halted or scrapped, while substantial investments have been pledged toward American operations.

One official publicly accepted that the NHS needed to spend more on medicines, noting that its spending on drugs had shrunk as a proportion of its total funding over the past decade.
